The "Modernisation and Integrated Development of Transport Infrastructure of Siberia" interregional research-to-practice conference was held in Sibexpocentre within the "Transport and Roads of Siberia" exhibition-forum and "Special Equipment. Siberian Auto Service" exhibition.
In the conference representatives of the Federal Road Agency, ministries and departments of the Russian Federation, federal and regional directorates of highways and representatives of the road industry from the neighboring regions participated.
According to experts, the transport complex of Irkutsk Region restrains the territory in social and economic development as on the main directions of internal, foreign trade and transit rates of freight the reserves of capacities are almost worked out.
Opening the conference Sergey Ten, Deputy Chairman of the Transport Committee of the State Duma brought an example in witness:
'Weight checking system on the roads works not very effective in the region. Over the whole region — there is a single post in Meget which is often closed. Conclusion is that over the whole region the weighting parameters are violated. After all, the main road network is meant for 8 tons or less, and modern transportation has a large load, therefore, roads are broken and damaged.'
Participants of the research-to-practice conference discussed not only perspectives of Irkutsk Region federal and regional auto-road development but also conditions and perspectives of the development of Siberian and Far Eastern road facilities, modernisation of rail infrastructure of the Baikal-Amur Mainline and Trans-Siberian Railway, infrastructure development, logistics perfecting of Upper-Lena transport hub, realisation of the road-map of air transportation.
Besides the "Innovative Technologies and Materials for Road Construction" seminar-presentation was held within the exhibition. The event was organised by Road Complex Enterprises' Alliance Oil Company.

The seminar was attended by representatives and specialists of the contracting and engineering organisations of the region road complex, territorial and federal authorities of road facilities.

Yuri Agafonov, Director General of ASDOR non-profit partnership made a welcome speech. He told about the Russian transport strategy up to 2030 about the state of affairs in the industry and possible ways of its development adopted by the Russian Government.

"According to the strategy, we have to construct 82 thousand km of highways in the country by 2030", Yuri Agafonov reported. "Judge yourself: in 2013 we constructed 231 km, according to the plan we should construct 550 km in 2015. Real rates are several times lower than planned. Why does it happen? Because the problem number one in road sector is to increase financing to the normative level. Since 2014 the revenue from income of excise taxes on fuel has been decreased. We can not attract investors because the existence of registries of government responsibility is important for investors, but there is none. We have no long-term financing because Russian banks are focused on receiving surplus profit in record time."

According to Yuri Agafonov, a standard need of construction of the road network in Russia requires 2,7 trillion rubles a year, it is 4% of GDP (gross domestic product), and the national economy will benefit, because through the damage roads and accidents we lose about 5 trillion rubles a year.

And still in circumstances where is such a lack of industry financing a new materials and technologies optimising many processes of road construction and recondition come into being. For example, laser air scanning permits to get a digital model of the district, presenting it in a set of points with coordinates and elevations — a topographical plan of a road bed, a longitudinal and cross section of road. This technology offers high performance — up to 100 km a day, an opportunity to carry out the survey round-the-clock and a relative danger absence — people do not need to block off traffic and go on the road that is necessary for plane surveying.
About 20 reports on topics related to current trends of road construction were delivered at the seminar — from the transport strategy of the Russian Federation to peculiarities of usage of different constructions used in road and bridge works. There were such reports as "Composite- polymeric Products of Increased Strength and Durability for Road Construction", "Migration Transitions for Animals", "New Developments in the Asphaltic Industry", etc.
As Yuri Agafonov said, "ASDOR" non-profit partnership holds seminars in regions specially to share experience of application of new technologies, and also to find possible solutions to the most pressing issues in the industry.
The exhibition completed with awarding winners of the "Transport and Roads of Siberia" and the "Special Equipment. Siberian Auto Service" exhibitions with gold and silver stars and exhibition diplomas.
UNION OF ROAD BUILDERS OF IRKUTSK REGION received a special award of the exhibition due to the 20 anniversary of the "Transport and Roads of Siberia" and the "Special Equipment. Siberian Auto Service" exhibitions.

GOLD STARS were awarded to:

Sergey Ten, Deputy Chairman of the Transport Committee of the State Duma of the Russian Federation:
'The Modernisation and Complex Development of Siberian Transport Infrastructure research-to-practice conference was held in Irkutsk within the Transport and Roads of Siberia traditional forum. The event was initiated by the Transport Committee of the State Duma of the Russian Federation, Transport Ministry of Irkutsk Region and Ministry of Road Builders' Union of Irkutsk Region. Conference is a platform where representatives of different departments of the road industry together find the answers to many problems, plan the interactive programme. Today there are representatives of Rosavtodor, MADI, Rador, Rosavtodor Road Authority of the Buryat Republic, Krasnoyarsk, Zabaykalsky Krai, Yakutia, Irkutsk Region, design and technical institutes and also Russian Railway OJSC and Upper-Lensky Inland Navigation Company and Local Air Line Company. All participants agree that implementation of infrastructure projects in Siberia will give multiplicative effect for development of all branches of economy.'

Denis Parsov, Director General of Siberian Supply Company, Irkutsk:
'It was our first experience of participation in the "Transport and Roads of Siberia" and "Special equipment. Siberian auto service" exhibitions, earlier we were simply visitors of many exhibitions, among them were exhibitions in other cities. Our main goal was to assert ourselves, to present the whole assortment of production and services: special equipment and automotive equipment deliveries for professional road workers and builders, materials for road construction, realisation of road-building works and ornamental design of asphalt. Also, our company presented to visitors the ViaMix innovative repairing mixes for pothole filling, and thanks to the exhibition we have already concluded a tentative agreement on use of these mixes pothole filling in Ust-Ilimsk. Besides, we arranged with new clients about construction of two car parkings. Especially before the exhibition we organised an action — who will buy our equipment, as a gift will become Apple iPhone 5 S. Thanks to the exhibition, we leave Sibexpocentre with new clients, great expectations and experience. Thank organisers, wait for us again.'

Aleksandr Blinov, Advertising Manager of Professional LLC, Sergey Malofeev, Senior Sales Manager of Professional LLC, Ivanovo:
'For 3 straight years we have been coming from Ivanovo to Irkutsk to the Transport and Roads of Siberia exhibition, the goal is always the same — to find new customers. This year we brought absolutely new equipment — Daedong vibrating ripper, which is applied not only for the destruction of the foundations and buildings, but also for the disclosure of roadbad and congelation. It is excellent equipment for the harsh Siberian conditions. We met old clients at the exhibition, communicated with colleagues and discussed professional issues. We want to thank Sibexpocentre for the organisation of the specialised exhibition.'

Stanislav Pastuhov, Sales Manager of Goodwin Group LLC, St. Petersburg, Maxim Rakitin, Specialist of Goodwin Baikal LLC, Irkutsk:
'Having an extensive experience of participation in exhibitions in the central regions of Russia and in Moscow, I would like to mention the practicability of participation in the regional exhibition in Irkutsk. Here, visitors learned about our company, we told about the products which we offer. We are dealers of Uniflex Company and we are engaged in supplying of equipment and spare parts for special equipment and equipment for the production of high-pressure hoses, and that is especially important — a Uniflex trademark is characterised by high quality, reliability and operational characteristics. At the exhibition we communicated actively with visitors and as a result we reached agreements with new customers.'

Dmitry Safonov, Lead Manager of Azimuth LLC, Irkutsk:
'Our company participated in an exhibition for the first time, and at once in such a large one, theretofore we visited exhibitions only as spectators. We prepared for the participation for a long time, made a special stand design, two patrol filling stations, presentation materials such as brochures, CDs, etc. Our firm represents a production that permits to save any kind of fuel and protects the engine from low-quality fuel. We call this product "vitamin" for your car. After all, people buy quality products for themselves in shops so a car also needs good gasoline. We managed to attract a lot of customers to our stand, we also got acquainted with the large companies — exhibitors and have already preliminary agreed on further cooperation. We have also received several offers from Irkutsk petrol stations. So we are satisfied with our first participation and soon we will start preparing for the next exhibition in Sibexpocentre.'

We remind that the XXI specialised "Transport and Roads of Siberia" and "Special Equipment. Siberian Auto Service" exhibitions will be held in Sibexpocentre Exhibition Complex on April 21—24, 2015.
We will be glad to see you among participants and visitors of the exhibition!
